The applicant is required to register on the State Single Window Portal, search for Authorization under Hazardous Waste under Ease of Doing Business services, and then proceed through the OCMMS system of Goa-PCB.

The Hazardous Waste Authorization application contains details of the applicant, unit, existing pollution control approvals, environmental clearance, hazardous waste inventory, safety measures, emergency response plan, transportation details, renewal details and compliance records.

Part A - Applicant and Unit Details

This part contains the basic information of the applicant and the unit for which Hazardous Waste Authorization is being obtained.

Part B - Existing Approvals and Compliance Details

This part ensures that the applicant has obtained the necessary pollution control approvals and is complying with applicable environmental conditions.

Part C - Hazardous Waste and Safety Details

Hazardous Waste Authorization is required by any person, business, company, partnership firm, LLP, industrial unit, commercial establishment, hotel, manufacturing unit or project proponent in Goa which generates or handles hazardous and other waste.

The authorization is required before carrying out hazardous waste-related activities, including generation, collection, storage, transportation, treatment, disposal, recovery or handling of such waste.

1. Consent to Establish granted by Goa-PCB.
2. Consent to Operate granted by Goa-PCB.
3. Environmental Clearance.
4. An undertaking or declaration to comply with all provisions including the scope of submitting bank guarantee in the event of spillage, leakage or fire while handling the hazardous and other waste.
5. Copy of the Emergency Response Plan which should address procedures for dealing with emergency situations, such as spillage, release or fire, as specified in the guidelines of Central Pollution Control Board.
6. In case of authorization for transportation, the applicant is required to submit details of vehicles in which the hazardous waste is to be transported, including vehicle RC copy, valid PUC and valid insurance.
7. The driver engaged in transportation of hazardous waste shall be at least 10th Pass and should provide 10th Passing Certificate and valid Driving Licence.
8. In case of renewal of authorization, previous authorization numbers and dates and copies of annual returns of last three years including compliance reports with respect to the conditions of Prior Environmental Clearance, wherever applicable.

The timeline for Hazardous Waste Authorization depends on the pollution category of the industry.

Red Category Industries

Red Category applications involve detailed scrutiny and inspection. The application is scrutinized, marked for inspection, processed by the inspection team and forwarded to AEE (HO) / SEE.

The application is placed before the Technical Advisory Committee and recommendations are forwarded to the Member Secretary.

The application is then forwarded to Member Secretary / Chairman for approval and authorization is granted by the Member Secretary.

The total approval timeline may extend up to 90 days.

Orange Category Industries

Orange Category applications are processed through scrutiny, inspection and approval by the competent authority.

The application is scrutinized by the IT section and marked for inspection if complete in all respects.

The inspection report is processed, draft authorization is uploaded if the unit is found to be complying and the matter is forwarded to AEE (HO) / SEE.

The application is then forwarded to the Member Secretary / Chairman for approval and authorization is granted by the Member Secretary.

The timeline is generally 60 days.

Green Category Industries

Green Category applications are lower timeline applications. The application is scrutinized by the IT section and marked for inspection if complete in all respects.

The inspection report is processed, draft authorization is uploaded if the unit is found to be complying and the matter is forwarded to the competent authority.

The application is then forwarded to Member Secretary / Chairman for approval and authorization is granted by the Member Secretary.

The timeline is generally 45 days.
