What is Consent to Establish?
Consent to Establish is an approval issued by the Goa State Pollution Control Board before setting up a new unit. It is required for proposed industrial, commercial, hotel, restaurant, manufacturing or project facilities which may have pollution impact.
The approval is granted under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981.

Consent to Operate is an approval issued by the Goa State Pollution Control Board before starting commercial operations. It confirms that the unit has implemented the required environmental pollution control facilities and is ready to operate as per applicable pollution control norms.
